IBM sub-capacity reports are now scoped to location and business entity

From this release, IBM sub-capacity reports are now scoped to a business entity with the peak consumption contributed by the hosts in that location/entity.

Prior to this enhancement, when running any of the IBM sub capacity audit reports, the totals for the license consumption did not apply to user scoping, and the overall peak value for each license for all resources in all locations were reported on. For example, if you were restricted to the EU region you would still see the global license in the report.

Following this enhancement, IBM sub-capacity reports are now scoped to report on the peak consumption and location for the individual user who is running the report. Furthermore, the report summary file will state the location/entity in the region.
