NetworkLowUsageUpperLimit

NetworkLowUsageUpperLimit specifies the maximum value that
can be set for NetworkLowUsage, as described there. The range limits
are now useful only for correcting unsuitable values for NetworkLowUsage, for
example when carelessly specified in a command line. If you wish to set practical limits on
network bandwidth usage by the various tools, you may want to modify the default value to
ensure that less than the total available bandwidth is used on low-speed networks. Using the
Common key (only) causes all tools to adhere to the same standard.
